I agree that this permit allows me a one year use of the location described within the confines of Rockland Harbor under authorities of the City of Rockland, Maine. I agree to maintain the mooring hardware as set forth in applicable City of Rockland ordinances. I understand that based on the changing needs of the harbor and/or for reasons of safety, the Harbor Master may reassign me to a new location at anytime in the future. Should I be reassigned for these reasons, I agree that the cost of moving my mooring shall be borne by me, that the City of Rockland shall bill me this cost and that my permit shall not be renewed until I have paid the costs of moving the mooring. I agree that in the event my mooring should move due to weather or other external force, the City of Rockland may move it back to its assigned location and will bill to me the costs associated with returning
the mooring to my permitted location.
I understand that in the event I should wish to sell the mooring hardware which I own, the sale of this hardware does not include the permitted location and that the person to whom I sell the hardware may be assigned a new location within the harbor mooring areas.
I understand that if I intend to renew my permit I will do so by paying the applicable mooring permit fees for the permit use indicated prior to March 15th of each year. If I do not renew the mooring permit prior to March 15th, a $30 late fee can be imposed. If the mooring permit is not renewed by 01 Aug of the same year, the mooring can be considered abandoned. The mooring may be moved at the owner’s expense. The owner has 30 days to claim the gear, pay the associated fees, and cost of moving the mooring. At which time, the owner may move the mooring to another approved mooring site. If the owner cannot be contacted after a reasonable effort, the City will address the abandoned property per Abandoned Mooring Policy which is in accordance with Title 25, Section 3501 et seq. of Maine Revised Statutes.
I understand that state law requires that I own a boat in order to have a mooring permit and that the boat must be placed upon the mooring each year. Proof of payment of excise tax on the boat assigned to my private mooring is attached as required. In the event that I sell my boat and wish to retain a mooring location in Rockland Harbor, I understand the limits placed on me by ordinances governing non-use of a mooring site.

For rental moorings(those intended by me or my organization to be rented for a fee to other users) I acknowledge that
I have been informed of the Army Corps of Engineers permit requirement in addition to this municipal permit. I understand that it is solely my responsibility to acquire ACOE permits for those moorings I maintain for rental purposes. I also understand the requirement that I provide proof of insurance are attached.
