Mystic has one Harbor Management Committee and two Harbormasters. One is for the Mystic River and includes waters in the towns of Groton and Stonington. The other is for Masons Island and Ram Island in the town of Stonington.
The OnlineMooring System (OMS) is used by both Harbormasters for managing the private moorings in their area. Mystic River also includes Waiting list management. The system allows all mooring permittees to access and maintain their own information at any time during the year.
The OMS consists of two major sections: Applicants (the person responsible for their mooring/s) and Applications (the moorings themselves).
The home page of the OMS website allows anyone to submit a new application. Use of the online system is strongly encouraged for the benefit of all concerned but you can print out for offline submission. A view of Mystic River Wait Listed is also available here.
Annual renewal of all Applications (permits) occurs in January; reminder notices and instructions will be distributed at the start of the month.
Note:

- Regular Inspection is the responsibility of the permittee and is recommended every two years.
- Floats must be marked with their MOORING ID NUMBER.
- Connecticut State Registration regulations must be observed.
- Mooring locations cannot be sold, leased or loaned
