Instructions
1. Please review the documents under the Mooring Regulations, Specifications and Inspection Services link posted on the Harbor Management Commission ("HMC") web site (www.StamfordCT.gov/harbor-management). Please note that the mooring regulations and specifications have been updated for 2015.
2. It is a violation of the Stamford Code and the HMC's Rules and Regulations for Mooring and Anchoring Vessels in the Stamford Harbor Management Area ("SHMA") for any person to place a mooring or moor a vessel in the SHMA without a current and valid permit from the Harbor Master.
3. All mooring permits expire on December 31. Renewal applications for the subsequent year and all required documents and fees, must be submitted (postmarked) no later than March 31.
4. The mooring permit fee, as established by the Stamford Board of Representatives,is $65 for residential vessels and $200 for commercial vessels.
5. Five items must be submitted to the Harbor Master no later than March 31st:
1) your application completed in full;
2) a copy of your vessel registration;
3) proof of your liability insurance in the minimum amount of $500,000;
4) proof that the mooring complies with the minimum requirements established by the HMC and has been inspected by an approved inspector; and
5) the applicable mooring permit fee.
The application, registration document and proof of insurance should be submitted by the applicant on-line or via email to the Harbor Master at Harbormaster@StamfordCT.gov.
The proof of mooring inspection is submitted on-line by an approved inspector and the applicant is responsible to make sure that it is properly submitted.
In the event an applicant cannot submit documents electronically, they may be mailed to the Harbor Master c/o the HMC at the address shown on the HMC web site. Use of the mail will result in delay in processing an application.
If payment of fees can not be made on-line, payment may be made to the City of Stamford and mailed with an additional copy of the application to the Office of Cashiering and Permitting at the address below.
6. A mooring permit shall not be issued until all required forms, documents, and fees are received by the Harbor Master.
7. Failure to submit the required documents and fee by the date specified may result in denial of your application.
8. No mooring shall be placed in the SHMA and no vessel shall be attached to a mooring until such time as a mooring permit has been issued to the applicant and the mooring permit decal has been properly affixed to the permitted mooring buoy.
9. All mooring permit holders are responsible for promptly notifying the Harbor Master of any changes to the information provided on their mooring permit applications.
10. In accordance with the duly adopted rules and regulations of the HMC for Mooring and Anchoring Vessels in the SHMA, mooring locations may be adjusted at any time by the Harbor Master as necessary to provide for the safest and most efficient use of available mooring space. Each year, some moorings may be directed to a new location to best utilize the available space. Prior to the boating season, mooring permit holders will be informed of any changes to their previous mooring locations. During the boating season, the Harbor Master may at any time direct mooring permit holders to move their moorings to a new or different mooring location for the purpose of maintaining public safety and efficient use of the SHMA.

I understand my vessel must be properly registered in order to obtain a mooring space and permit; that my current mooring permit expires on December 31 and that all renewal forms, documents, and fees must be received by March 31st of the following year. I understand that I am responsible for securing my vessel to its mooring with proper care and equipment in such a manner to prevent my vessel from breaking loose and causing damage to any other vessel, persons, or property. I understand that I may not place any mooring or attach any vessel to a mooring in the Stamford Harbor Management Area ("SHMA")until such time as I have received a valid, up to date mooring permit and properly affixed the mooring permit decal to my permitted mooring. I understand that I am responsible for promptly notifying the Harbor Master of any changes to the information that I have provided on this application.
I agree to comply with any and all conditions that may be included in my mooring permit and with the duly adopted rules and regulations of the Harbor Management Commission ("HMC") for Mooring and Anchoring Vessels in the SHMA.
I hereby indemnify and hold harmless the City of Stamford and its officers, agencies, agents, commissioners, designees and employees, including specifically the HMC and its members, consultants and employees, and the Harbor Master and Deputy Harbor Master,for any and all claims, damages, or losses of any kind, including legal fees and costs, arising out of my use or ownership of the mooring space assigned to me.
I further agree to maintain liability insurance on the vessel identified in my mooring permit application in the minimum amount of $500,000.
